Never sure what is happening or the why of it all

A girl has gone missing, the authorities are not good at their jobs and their stories are pushed and prodded to be part of this missing girl story which may or may not account for a missing child case back when. The girl is found dead and raped, her family is distraught. She was too perfect, too too of everything? The long list of suspects are making revolving turns into interrogation, but later released.
Too many tangled threads in this story or too many threads that are trying to be part of the story? I kept waiting for the ah ha moment, but it never happened for me.
For me this was an okay story, not one I will ponder as there are too many books, too little time.
