Oltre alla continuazione della vicenda di Jean Valjean questo secondo tomo del grande capolavoro di Hugo contiene due altri temi che inquadrano la narrazione principale: uno consacrato alla battaglia di Waterloo e l'altro alla vita monacale.
Per il primo tema - Waterloo - il legame con la storia è tenue (la storia del salvataggio del padre di Marius da parte dei Thénardier) ma Hugo, oltre a tratteggiare una superba ricostruzione della battaglia, lo usa come pretesto per parlare di Napoleone, un personaggio che ammira e critica. La "Parentesi" sui monasteri, invece, pur sorprendente in uno scrittore rivoluzionario come Hugo, è comunque una professione di fede e una violenta requisitoria contro la Chiesa retriva e sorpassata, e nello stesso tempo un'apologia della meditazione e della contemplazione: "Noi siamo per la religione e contro le religioni" precisa Hugo.
Il resto del tomo è centrato ancora sulla figura di Jean Valjean ricercato dall'ispettore Javert, il suo recupero di Cosette (la piccola figlia della povera Fantine) che viene trovata nell'osteria dei Thénardier a Montfermeil, portata a Parigi nella topaia Gorbeau e infine la fuga e il ricovero nel monastero femminile del Petit Picpus da cui Valjean entra, esce e rientra in modo rocambolesco con l'aiuto del vecchio Fauchelevent, giardiniere del convento a cui Valjean stesso un tempo salvò la vita.
Qui rimarrà con Cosette in tutta tranquiliità per diversi anni. In questa parte lo scrittore mette in risalto tutte le sue qualità di romanziere drammatico al servizio della suspense e dell'intreccio narrativo, con rotture di ritmo, cambiamenti di focalizzazione, alternanza di periodi concitati e di calma. La voce di Moro Silo sottolinea egregiamente questi diversi momenti della grande letteratura di Victor Hugo.
