Tom Clancy's Op-Center Publisher's Summary

A terrorist bomb explodes during a South Korean celebration of the anniversary of the election of its first president.

Alarms are raised in Washington. No one is claiming responsibility.

The first suspect is North Korea. Could it be making a power play against South Korea and unification? If so, how will the U.S. respond? Paul Hood, Director of the Op-Center, must answer these questions. The Op-Center, a largely autonomous new agency which takes on the government's toughest security problems, is only six months old, and has never been given a foreign crisis until now.

Hood's team, which includes a general, a former ambassador, a psychologist, and a computer specialist, tries to find the solution, only to discover a factor that could change the new world order.

Kurdish terrorists have attacked a dam inside the borders of Turkey, threatening the water supply of their very homeland. It is not insanity, but the first step in a deceptively simple plan: force all-out war in the Middle East, drawing in the major players in the new world order. What the terrorists don't know is that a new Regional Op-Center is now on-line in Turkey. A mobile version of the permanent crisis-management facility, the ROC is a cutting-edge surveillance and information mecca.

The Op-Center team heads for Spain, where ethnic conflicts threaten to break out into a conflagration. As the novel's intelligence chief Bob Herbert puts it, this clash "will make the Spanish Civil War look like a brawl." The intelligence team's efforts to defuse the crisis are foiled when an Op-Center representative is assassinated in Madrid on her way to a high-level diplomatic meeting. Someone very powerful wants another Spanish War - no matter what the cost. In 1962, at the height of the Cold War, the Soviet Union sent a convoy of nuclear missiles to Cuba. The crisis that followed almost triggered World War III. However, while all eyes were on the Caribbean, not all of the missiles were sent to Cuba. Several ships slipped from the flotilla and headed for a fishing village in a remote, frigid, northeastern Soviet frontier. There, a silo was constructed not far from Alaska. More than 60 years later, that silo and its lethal contents are intact.
