Reduce dall'avventuroso recupero del carteggio Mussolini-Churchill narrato ne "Il morto in piazza", il colonnello Martin Bora si ritrova sulle sponde del lago di Garda come ufficiale di collegamento tra la Wehrmacht e la Repubblica Sociale Italiana. Qui viene subito incaricato da un generale dell'Aviazione di investigare sull'incredibile furto della "Venere di Salò", un preziosissimo dipinto di Tiziano sottratto con troppa facilità dalle sale di una villa requisita dai tedeschi.
