Not A Great Read

The plot was adequate, but the prose left much to be desired. Would a "Cruise Ship" actually be on the Potomac? Would a Captain on such a vessel actually say 10-4 to the Coast Guard on the other end of the radio transmission? Should the performer reading the text know how to pronounce POTOMAC? Did the author intend to confuse the reader/listener by going saying an event was murder then going back to attempted murder? Perhaps the thin voice of the narrator was the biggest distraction.
