Mark Fallon spent more than thirty years in federal service, twenty-seven with NCIS, investigating major terrorism cases including the first World Trade Center bombing and the USS Cole attack. After 9/11 he became Deputy Commander of the Pentagon's Criminal Investigation Task Force, where he opposed the government's use of torture — the subject of his book Unjustifiable Means (Regan Arts). Journalist Bill Dedman has called him "the Serpico in the war on terror."

He is co-editor of two Oxford University Press volumes on interrogation (2020, 2023), a contributor to The New York Times and The Washington Post, an Advisory Council member at Penn's Center for Ethics and the Rule of Law, and has appeared in Netflix's Turning Point 9/11 and in National Geographic documentaries. He is the subject of the documentary Leaving Hotel California, where he reunites with a former Guantanamo detainee he once investigated. He continues to consult and write on national security and interrogation policy through his firm, ClubFed.
