Why do states prefer to conduct these operations covertly rather than overtly? How successful are such missions in achieving their foreign policy goals?

Another Deep State bit of propaganda
From beginning to end it is yet another piece of deep state propaganda. Our "intelligence community" has been infiltrated with international communists since before the creation of the CIA. The CIA doesn't work for us but for those who want to be the world oligarchs. This book is "the US can't win so just surrender to your new overlords."
