1. All the police are corrupt
2. The story is more about framing a police officer than solving the actual crime.
3. The "team" doesn't know how to use Email or cell phones to communicate information.
4. The "supervisor" wants to "take the win" even if that means not prosecuting the right person.
5. Detective begs for "24 more hours" to find the right perp.
6. Someone has to explain the entire story in the last 20 minutes so the reader can understand how to connect the dots.
