Lottò con determinazione per unificare le tribù dell'Egitto meridionale diventandone il dominatore assoluto. Il suo sogno era creare un unico grande impero capace di fondere i regni che si contendevano il Nilo. Una conquista militare del Basso Egitto sarebbe stata un'impresa ardua, ma Narmer sapeva anche che solo portando pace e giustizia avrebbe potuto trasmettere al popolo il sentimento di unità indispensabile per dare vita all'impero egiziano.
Per riuscirci usò la religione a proprio vantaggio, facendo di sé stesso l'unico uomo capace di mediare con gli dei. Pose, inoltre, le basi per la diffusione di quella che si sarebbe rivelata un'arma potentissima: la scrittura.
