The State of States' Sanctions on Russia

A growing number of U.S. states have imposed their own sanctions on Russia over its invasion of Ukraine.  But are those sanctions legal? And what other tools might states have at their disposal to show support for the U.S. government's sanctions against Russia's universally-condemned actions against Ukraine?
