Everything comes to a head with an attack and jailbreak by the Russian mob at Gitmo, which causes Castro of Cuba to come to the rescue. The new Colonel Donovan makes a deal in Cuba for the new CIA—the US Foreign Intelligence Agency which will protect American Democracy from all enemies foreign and domestic.
