The reason they are failing is due to the process of democracy itself.
In Bryan Caplan's book, The Myth of the Rational Voter, Bryan goes into some depth about the reasons democracies are suffering and what can be done to fix them.

Summary deceptively short & > 1/3 of audiobook was advertising
I thought the summary was fairly good until I realized that the last 7-minutes of the 19-minute audiobook was merely advertising for the publisher! Do not waste your time!
