In the steam heat of an urban summer the body-count rises, until serial killer becomes mass murderer, becomes terrorist, inciting gang wars and civil unrest. As Stephen hunts this perfect killing machine, he learns what drives Ichabod: an obsession with the Malthusian Theory of Population, which states: a nation’s food supply cannot compete with its increase in population, making a decrease in population the only sane solution. Could this monster’s unholy belief be right? Could his efforts to decrease the population actually lower crime rates and wipe out hunger and poverty? If they do, should Stephen try to stop him?
