China’s rise has earned it a larger international role, but it is still reluctant to accept the responsibilities that accompany its new power. To make the U.S.-Chinese relationship work, Washington needs to pick its fights more carefully, accept constructive Chinese initiatives, and maintain pressure in areas vital to U.S. interests.
