Community policing was normal. Citizens were largely responsible for their own safety and the safety of their neighborhoods. When ruffians ruled and murder was tolerated, the Montana Vigilantes became the community police. They have fascinated me since I stood in the Hangman’s Building in Virginia City, Montana, and heard the ropes creak.
