In 1979, the gruesome slaying of a thirteen-year-old boy riveted the suburbs of Suffolk County, New York. As the county hustled to bring the case to a dubious resolution, a wayward local teenager emerged with a convenient story to tell. For his cooperation, Jimmy Burke was rewarded with a job as a cop. Thus began Burke’s unlikely ascent to the top of one of the country’s largest law enforcement jurisdictions. He and a crew of likeminded allies utilized vengeance, gangster tactics, and political leverage to become the most powerful and feared figures in their suburban empire.

On a rainy winter night, James Bowden Jr. left his mother’s house in Roxbury after a visit. As he guided his Buick out of his parking spot, an unmarked police car suddenly blocked his path. Two undercover officers sprang out, running toward his car. Shots were fired, and Bowden slumped over the wheel. Moments later, he was pronounced dead on arrival at a nearby hospital.

In early 2000, Adnan Syed was convicted and sentenced to life plus thirty years for the murder of his ex-girlfriend Hae Min Lee, a high school senior in Baltimore, Maryland. Syed has maintained his innocence, and Rabia Chaudry, a family friend, has always believed him. By 2013, after almost all appeals had been exhausted, Rabia contacted Sarah Koenig, a producer at This American Life, in hopes of finding a journalist who could shed light on Adnan’s story. In September 2011, Erik Weissman and two friends were murdered in a brutal triple homicide in Waltham, Massachusetts. The case went unsolved for months and then years, with no discernible leads. Erik’s friend Susan Zalkind, an investigative journalist, needed closure and knew that finding it would be up to her. In the midst of this unrest, the Baltimore Police Department's Gun Trace Task Force (GTTF) roamed the city, robbing people, selling drugs and guns back onto the same streets they were supposed to be policing, and dividing the loot and profit among themselves. Created to trace guns back to the criminals responsible for Baltimore's high crime rates, instead, on March 1, 2017, all members of the GTTF were arrested on federal racketeering charges.

They called it Satan's Circus, a square mile of Midtown Manhattan where vice ruled, sin flourished, and depravity danced in every doorway. At the turn of the 20th century, murder was so common in the vice district that few people were surprised when the loudmouthed owner of a shabby casino was gunned down on the steps of its best hotel.

Six days after Hurricane Katrina's landfall in New Orleans, New Orleans Police Department officers opened fire on residents crossing the Danziger Bridge. When the shooting stopped, a mentally challenged man and a 17-year-old boy were dead, riddled with gunshot wounds. A mother's arm was shot off, her daughter's stomach gouged with a bullet hole, and her husband's head pierced by shrapnel. Her nephew was shot in the neck, jaw, stomach, and hand. All six of the victims, along with two others arrested at the scene, were Black and unarmed.

At the turn of the twentieth century, murder was so common in the vice district that few people were surprised when the loudmouthed owner of a shabby casino was gunned down on the steps of its best hotel. But when, two weeks later, an ambitious district attorney charged young policeman Charley Becker with ordering the murder, even the denizens of Satan's Circus were surprised.
