The Soviet invasion of its neighbour Afghanistan in December 1979 sparked a nine-year conflict until Soviet forces withdrew in 1988–89, dooming the communist Afghanistan government to defeat at the hands of the Mujahideen, the Afghan popular resistance backed by the USA and other powers. Gregory Fremont-Barnes reveals how the Soviet invasion had enormous implications on the global stage; it prompted the US Senate to refuse to ratify the hard-won SALT II arms-limitation treaty, and the USA and 64 other countries boycotted the 1980 Moscow Summer Olympics.

In 1979, alarmed Soviet leaders watched the growing civil war in Afghanistan with trepidation. Russia’s neighbor had been a close ally for many years, acting as a buffer between Russia and British India, proving vital in the “Great Game” between the two empires. Various coups had, by this point, led to a Moscow-friendly government in Kabul, but things were not playing out as the Soviets had hoped.

During the last years of the Cold War, the Soviet Union sent some of its most elite troops to unfamiliar lands in Central Asia to fight a vaguely defined enemy, which eventually defeated their superior number with unconventional tactics. In 1945, the Soviet Union controlled half of Europe and was a founding member of the United Nations. By 1991, it had an army four million strong, 5,000 nuclear-tipped missiles, and was the second biggest producer of oil in the world. But soon afterward, the union sank into an economic crisis and was torn apart by nationalist separatism. Its collapse was one of the seismic shifts of the 20th century.

The Bear Went Over the Mountain was written by Soviet officers, who had served in Afghanistan and returned for the extensive Command and Staff course at the Frunze Combined Arms Academy in Moscow. While they were at the Academy, the History of the Military Art Department had the Afghanistan veterans write vignettes of their experience. They analyzed these, edited the best and added commentary as lessons learned for future war in mountain-desert terrain. The department published them as an in-house a book in 1991.
