The Reprobate Mind

What is the reprobate mind according to the bible? 

Romans 1:28 And even as they did not like to retain Elohiym in their knowledge, Elohiym gave then over to a reprobate mind to do those things which not convenient 

Roamans 1:29 Being filled with all unrighteousness, fornication, wickedness, covetousness, maliciousness, full of envy, murder, debate, deceit, malignity,whispers

Romans 1:30 Backbiter, hater of Elohiym, despiteful, proud , boasters,inverntors of evil things,  disobedient of parents, without understanding, covenant breakers, without natural affection, implacable, unmerciful.
