Paul Barnardo and Karla Homolka are Canadian serial killers. 

Karla reported Paul to the police for domestic violence and then gave eyewitness testimony to him raping and killing 2 young girls. 

After plenty of interviews but no physical evidence, the police made a deal with Karla that they would later regret.
