Every ten years, the National Academies convenes an extraordinary survey of the planetary science community to produce a recommendation for NASA on what to prioritize in planetary exploration for the next decade. It's a remarkable endeavour to scientifically and democratically determine a consensus on questions, priorities and methods used to explore the planets.
