It was the policy of the British government, for decades, to deny any knowledge of Werewolves. Since the time of Sir Robert Peel, such reports have been actively denied, and newspapers pressured to exclude sensational accounts from their publications. This was the work of the Home Office, which, unknown to the public, employed a cadre of professional werewolf hunters whom they could dispatch to handle the periodic werewolf outbreaks and keep such reports out of the newspapers. But by 1885, the British press could no longer be muzzled. It was a period of social and political upheaval, marked by a weak minority government. When the werewolf hunters were dispatched from London to the Isle of Wight, a famous vacation spot, to handle a spate of mayhem, they found their efforts ineffective, leading some to wonder if werewolves were evolving. Despite the desperate efforts of the hunters, the nightmare of the Home Office, werewolves in London, could come to pass.
