After aeons, Passa - the High Queen of Hell has become bored watching dead humans being dropped into the Lake of Fire. A demon can find such a thing amusing for just so long. Distant agonized screams and watching heads bobbing up and down in molten lava can, in time, become very tiresome. Through one of her many children, Passa is made aware of publications in the land of the living that depict precisely what she is looking for - variety in the infliction of pain and suffering.
Making her way to a seedy New York City Lower East Side apartment in the nineteen seventies, she meets with an illustrator by the name of Randall, who specializes in black-and-white depictions of people being tortured using a wide variety of steel appliances and machines.
She offers him a position designing such devices for her. Randall disbelieves her story of being a demon but is confronted by the obvious. Passa is almost seven feet in height and hides a long, sinuous tail under her greatcoat. It is her eyes that he finds fascinating. Her irises consist of a mixture of fiery red and brilliant gold and flow like liquid.
He has a publisher who steals his money, an eviction notice pinned to his door, and doesn't know where his next meal might come from. He accepts.
