another silly double whammy plot

It amazes me how many of these post-apocalyptic fiction books use the ridiculous double whammy plot. They will often use something like and EMP or CME events, and then follow it up with massive terrorist acts.
If a terrorist group or country knows enough to get hold of and use an emp, then they are also knowledgeable enough to know that that would wipe out 80 to 90% of the population. Why would you expand vast resources and personnel to go after and attack people who most of which will be dead within a year anyway? Moronic!
