This is a story about a perplexing series of murders done by a one person. The M. O. In each case included similarities, but enough differences that the FBI profiler and his 2 NSA agent team members couldn’t narrow the suspect list adequately. Early suspects had strong alibies or the team lacked sufficient evidence to arrest them. The final answer was unexpected.
