1992. På tværs af USA dukker ligene af retskafne, respektable borgere op. Disse dødsfald kunne være ulykker, og der lader ikke til at være nogen sammenhæng mellem dem – indtil et dødbringende fald fra et vindue tiltrækker uventet opmærksomhed.
Opmærksomheden kommer fra forsvarsministeren. Lige pludselig vil han have en tværinstitutionel indsatsgruppe til at undersøge dødsfaldene, og han vil have Jack Reacher til at repræsentere hæren. Hvis Reacher opnår resultater: godt. Hvis ikke: så er han en belejlig syndebuk.
