A young hustler named Takuru Yang, a.k.a. Ty, narrates his upbringing in The Cities. He describes a world where gifted humans, called "highbreds", are an oppressed minority, kept in check by advanced technology.
On his journey to become "King of the Streets", Ty comes in contact with many highbreds and helps build a team of assassins called Kill Dolls.
