At the heart, this story is compelling--a young heroine rescues a dog. An adventure ensues. The author tries too hard, however, to weave multiple strands together (Wizard of Oz, mother away at war, father at loose ends, et al), and they don't work. Hence, surprising lack of transitions, unfinished or unexplained plot bits. I wanted to like this more than I could.
