Victoria introduces tobacco retail licences from Sunday as part of efforts to combat illegal tobacco trade, which has seen more than 125 tobacco shop firebombings. Only 4,100 of an estimated 10,000 retailers have applied for licences, raising concerns about compliance. The state begins with just 14 inspectors compared to Queensland's 43, and unlike other states, Victorian inspectors cannot yet close non-compliant stores for 90 days.
