When a response is required, the first response must be a question — and the order matters. Ask the wrong question first, and you concede what can’t be undone. Before arguing facts, amounts, or fairness, three things must be established — in this order: Authority. Jurisdiction. Obligation. Skip authority and jurisdiction, and you hand the system everything it needs. Order doesn’t stop enforcement. It stops you from supplying admissions. That’s why order matters.
