In realtà i costituenti, consapevoli di questa antitesi, indicarono, attraverso una convergenza delle diverse famiglie politiche presenti in assemblea, la strada per superarla, ottenendo intanto un risultato all'epoca decisivo: il sostegno della Chiesa, da tempo attestata sull'opposizione alla modernità politica, alla costruzione in Italia di una moderna democrazia. Quel che è poi accaduto, fino al nuovo concordato del 1984, in evidente ritardo sull'evoluzione dei tempi, è dipeso dalle scelte politiche degli italiani.
