この報告書は、一般財団法人アジア・パシフィック・イニシアティブ(以下API)により発足された
「新型コロナ対応・民間臨時調査会」(以下コロナ民間臨調)が、
新型コロナウイルス感染症に対する日本政府の取り組みを中心に検証してきた成果です。
日本初の、日本のコロナ対応に関する包括的報告書となります。
19名の専門家が執筆、専門性の高い報告書
コロナ民間臨調は、高い専門知識と見識を有する 各界の指導的立場にある識者4名で構成する委員会のもと、 個別の分野の専門家19名によって構成されるワーキング・グループを設置。委員会の指導の下、ワーキング・グループメンバーが政府の責任者など83名を対象に延べ101回のヒアリングとインタビューを実施、原稿を執筆、報告書を作成しました。
武漢邦人救出、ダイヤモンド・プリンセス号対応、水際対策、大規模イベント中止・一斉休校、緊急事態宣言、経済対策、緊急事態宣言解除、PCR等検査、医療・介護体制、政治家と専門家の共同作業、政府と都道府県・自治体の連携、国際社会との協調など、日本はどのような危機や困難に直面していたのか。 官邸(内閣官房)、厚生労働省、内閣府、経済産業省などの政府、専門家会議、都道府県、医療関係者は、この難局をどう乗り越え、成果を上げたのか。
ベストプラクティスは何か。
あるいは、対応がうまくいかず、課題を残したところはどこか。
教訓は何か。それらを検証した調査・検証報告書です。
なぜ今検証するのか
2020年4月7日、政府は、
新型インフルエンザ等対策特別措置法(改正特措法)の規定に基づき、緊急事態宣言を発出しました。
その後、国民一丸となっての努力の結果、
1日当たりの新規感染者数も死亡者数も減少傾向に転じました。
そして、政府は5月25日、緊急事態宣言を全面解除。
安倍首相は「我が国の人口当たりの感染者数や死亡者数は、
G7、主要先進国の中でも圧倒的に少なく抑え込むことができている。
これは数字上明らかな客観的事実」と述べ、
日本の取り組みの成果は「日本モデルの力」であると胸を張りました。
しかし、私たちはなお不安です。
新型コロナウイルス感染症そのものがまだ不確実性に包まれています。
今回なんとかしのいだのは偶然の産物ではないのか、こうした不安感がぬぐいきれません。
その上、「日本モデル」と言われるものの正体がはっきりしません。
そもそも「日本モデル」とは何なのでしょうか。
新型コロナウイルスの次の大波と、
さらにはその後のより手ごわいパンデミックによりよく備えるために、
いま、ここで検証すべきと考えました。

本書の制作過程では実施できなかった小池都知事へのインタビューを、2020年11月27日に追加で行いました。今回のインタビューでは、国民への発信、リスクコミュニケーション、世界への発信、国と地方の連携などについて、東京都の感染対策をリードしてきた小池都知事が語りました。インタビューの内容は、APIのウェブサイトで全文公開されております。
