Why can't neighbourhoods improve without driving out the people who've lived their whole lives there?

There is a housing crisis in my city Houston, and if you live anywhere that has been described as "growing" you probably get this too. Many people nationwide are being forced to move out of their generational homes, simply because they can no longer afford property taxes. My apartments want to raise the rent cause they painted. I hate it here
