Why are police departments having trouble finding officers?

Cities around the country have a lot of empty police uniforms to fill, and the problems are getting worse. The trend has gone on for at least the last five years. The city of Dallas has a mandate to hire 900 more police officers and keep a force with 4,000 cops. Criminologist Alex Del Carmen from Tarleton State University joined Ask the Expert on Monday.
