As a gay African man, this is important to me. What's going on in Senegal and Uganda isn't random, it's not isolated, and it's not just about culture. It's a political strategy. When governments are pressured from problems such as economic hardship, unemployment, or corruption, moral panic can be a useful strategy. Fear takes over, laws get stricter, arrests happen, and queer people are made easy targets. This is because when a state decides who is criminal, it rarely stops at one group.
