When will the issue of dereliction be solved?

It was reported yesterday that Cork City Council had collected less than a third of derelict site levies over the last five years.

This is just the latest failing in the Government’s attempt to tackle the issue of dereliction, but will the change from levy to tax as announced in the budget change the picture?
