Deb Carr’s Bio

Meet Deb, an International Skills Recognition Consultant who brings a wealth of expertise in policy, practice, and research. She's passionate about ensuring equitable access to education and meaningful employment through skills recognition. Deb collaborates with internationalorganizations, enterprises, and governments to make this vision a reality.

In her role as a Policy and Compliance specialist, Debworked with the UAE Military Qualification Centre to help veterans translate their military training into national qualifications.

Deb also contributed to the Kingdom of Saudi Arabia'sMigrant Skills Verification Project with Palladium Group, developing a quality assurance framework to boost local labor market productivity for national giga-projects.

Her dedication to the field earned her a ConferenceScholarship from NCVER (National Centre for Vocational Education Research Centre) for her 2019 master’s thesis, ‘The RPL Candidate – a neglected stakeholder’. She has shared her research through 10 webinars on 'Doing RPLBetter' and the ILO's (International Labour Organisation) RPL MOOC.Additionally, Deb developed global guidelines for the Recognition, Validation, and Accreditation of refugees and migrants with UNESCO Institute for Lifelong Learning and is partnering with UNESCO to recognise the skills of 50,000working-aged refugees in Armenia.

Currently, Deb is researching how to improve Recognition of Prior Learning (RPL) in Australia. This project is commissioned by AVETRA, Australia's only independent vocational education research centre, and theVictorian Skills Authority, a state government body.

Pursuing a PhD at Charles Darwin University, Deb aims tobridge the gap between RPL policy and practice, empowering those who take alternative pathways to credentialing in their learning and earning journeys.
