In the inaugural episode of The City That Never Was, a councillor, small-time drug dealer, mechanic, sub shop owner, and sex worker each experience something unsettling—an offbeat bureaucratic mix-up, an impossible case of identity theft, and, perhaps most disturbingly, a dead man found standing in his living room.
