The Kintsugi docks at Starbase 14, as more bad news from the Dominion War continues to come in. Acting Captain Ward meets with Starfleet Command and receives news of a new observer assigned to the ship, Commander Litaal, now with the office of the Inspector General. The Kintsugi is dispatched when a secret Federation weapons development facility drops out of contact. They reach the planet to discover strange atmospheric phenomena. An expedition to the surface goes badly, and soon the arrival of a Dominion vessel raises the stakes.
