Some people are STILL saying “criminal statutes don’t need regulations.” Let’s fix that. A criminal statute may stand alone… but enforcement authority NEVER does. No federal employee can enforce anything without THREE things: 1—Statutory jurisdiction 2—Delegated authority 3—Regulations saying who can enforce it and on whom That’s why ATF uses 27 CFR… ICE uses 8 CFR… FDA uses 21 CFR… OSHA uses 29 CFR… EVERY agency needs regs to enforce anything. Except the IRS. For income-tax “crimes” like 7203, 7201, 7212 — there are zero implementing regulations giving IRS Criminal Investigation authority under Title 26. Zero. And that silence is louder than every argument. May truth reign supreme.
