Politicians are notorious for having NO understanding of technology and most have the IQ of a brick (although “Albo” is a particularly extreme example of that). I can attest to that from personal experience dealing with some of them back when I worked in technology consulting and had government clients.

However, the people who work behind the scenes and tell these people what to do, are not dumb at all and understand EXACTLY what they are doing and how they want it to play out.
