    We've identified and resolved a persistent issue with check processing that had caused delays for many members. Your financial support now has two pathways – traditional checks sent to our new dedicated address in Phoenix, Oregon (105 West Bolz Road #1587, Phoenix, OR 97535) or convenient electronic payment options like PayPal and Venmo. This dual approach ensures your contributions reach us quickly and efficiently, eliminating the frustrating delays some have experienced.

    Mark your calendars for October 4th, 2025! Our long-awaited conference returns to the Hilton Garden Inn in Springfield from 11 AM to 3 PM. At just $25 per ticket (the same price as 2019!), this gathering promises valuable information, networking opportunities, and a chance to shape OSTA's future priorities. We're particularly excited to offer guests who aren't current members a complimentary one-year membership with their ticket purchase – a perfect introduction to our community of advocates.

    Perhaps most importantly, we're clarifying critical information about the new rent increase law (HB 3054A) taking effect September 1st, 2025. For any rent increase to be valid, landlords must have provided proper 90-day notice before June 1st. Despite what some landlords might claim, they cannot bypass these requirements through lease agreements that pre-establish increases. The law is clear: proper notice with specific information is required for each increase, regardless of what rental agreements state. And remember – automatic rent payments from your bank account could put you at a disadvantage during disputes. Maintaining control over your payment authorizations preserves your essential rights as a tenant.

    The recently signed HB 3054 brings significant relief by capping rent increases at 6%, with limited exceptions. Despite some landlords attempting to circumvent these protections with early notices, the law is clear: any rent increase notices given after June 2, 2025, for increases effective September 2025 or later must comply with the new caps. We break down exactly how this works, including the provision allowing landlords to seek tenant approval for infrastructure-related increases up to 12% (but only once every five years, requiring 51% written approval).

    With 11 wildfires currently burning across Oregon, understanding evacuation protocols is crucial. Many mistakenly think evacuation levels count backward from three—but it's actually a straightforward "1-2-3, Go" system. Level 1 means "Get Ready," Level 2 means "Get Set," and Level 3 means "Go Now." For mobile home residents, we recommend placing a "CLEAR" sign in your window after evacuating.     A landmark victory for Oregon's manufactured housing residents has been secured with the razor-thin passage of House Bill 3054. Passing by just a single vote—which remarkably included Republican support—this legislation represents a true "David and Goliath" triumph against powerful industry interests.

    The bill, awaiting the governor's signature, includes an emergency clause making it effective this September rather than next year. For residents of larger manufactured housing facilities (30+ spaces), rent increases will now be capped at 6% annually, down from the previous 10%. The legislation includes a provision for infrastructure improvements allowing a 12% increase once every five years with tenant approval—still less over time than the previous cap. Smaller facilities will remain at the 10% limit.

    Beyond rent control, HB 3054 eliminates problematic landlord practices that created barriers for manufactured homeowners. Landlords can no longer demand aesthetic improvements or internal inspections as conditions for home sales within facilities. Additionally, when homes are sold but remain on the same space, landlords cannot increase rent for new tenants by more than 10% above what previous owners paid—closing a significant loophole in existing protections.

    The success of this legislation stems from remarkable community organizing and key legislative champions. Representative Pam Marsh spearheaded the effort, with Senator Jeff Golden becoming a powerful advocate as public engagement grew.
