Jesus Stands in the Gap

Are we as people “gap fillers?” Are texts in Ezekiel and Isaiah that mention that God looked for someone but found “no one,” trying to motivate us as people to “get with the program?” Or is there a deeper interpretation of these texts? When Paul says in Romans 3 that there is “NONE righteous…ALL have sinned,” is he getting this imagery from texts like Isaiah and Ezekiel?
