Gas leak explosion could've been prevented, says new preliminary report

Could a gas explosion that blew up an entire house have been prevented? That’s what the NTSB is trying to answer with a newly released preliminary report. After nearly a month of work, PG&E says It’s almost completed repairs to its San Francisco substation that was damaged during a fire.
