Councillor Dawn Francois likes to tell the story of how she discovered the First Nations Infrastructure Institute. And how it started a path that could pay big dividends for her community of Skwlāx te Secwepemcúl̓ecw (Little Shuswap Lake Indian Band), in British Columbia.
