I talked about how the American government warned Putin of possible terrorists attacks and Putin clearly didn't take it serious. Who's to blame? Hundreds of Russians died in under 20 minutes, and yet Putin is blaming Ukraine, even though ISIS K a terrorist militant group has claimed responsibility.
