5pm - LELAND CONWAY FILLS IN FOR LOU PENROSE

Parking fees at Balboa Park have begun - and so has Civil Disobedience. I'm not here to condone this, but seriously, if the city hadn't lied to the people, had a fake debate when they knew exactly what they were doing, and assessed fees on what the people feel like they already own, this vandalism probably wouldn't happen.
