As reformists led by Auriga clash with hardliners in the Forum of Heaven, and as mortals assemble councils of their own, the Swarm must decide whether order is forged by fear or sustained by truth. Inara, Theron, Seren, and Magnus refuse both martyrdom and revenge, choosing a harder path: accountable power, verified stories, and mercy with teeth. The Over-Beings will not keep intervening. If the Swarm is to be saved, it must learn to govern without turning care into a cage.
