When the liberal government falls and neither party is able to form a cabinet, Plantagenet Palliser is called upon to lead a coalition government. He is reluctant at first, and displays none of the charisma of his predecessors, but eventually he grows into the role. However, his confidence is short-lived as he becomes embroiled in a scandal involving the villainous Ferdinand Lopez - unintentionally brought about by Lady Glencora Palliser.

This is truly one of his best. The tension is magnificent. One of his few "page turners," but it has one fatal flaw: The novel should have ended when Mr. Lopez reached his conclusion. Infact, the novel should have been called "Mr. Lopez." That is the story the reader is riveted by. The superfluous politics and plot of The Duke AKA The Prime Minister serve the greater series of books, but are never quite as interesting as Mr. Lopez, and their interjection are like air-breaks to the narrative when they are taken up, and the plot of Mr. Lopez set-down.
