The lying shepherd himself found that everyone had seen through his facade, undeceived by his cries. The villagers cannot love him or believe him because they know of his dishonest deeds. So, he decided to tell lies bigger and bigger to deceive the others again.

I get what the story is doing but I had to explain to my kids what the real message was. "Being greedy can destroy you."
