Newly appointed deputy national security advisor Cole Ormond is contacted by a former British SAS operative and advised of a mole recently unearthed within British and New Zealand Intelligence. The mole discloses he was embedded with Vietnam POW's repatriated many years ago. In exchange for a lighter prison sentence the mole discloses that a similar person was placed with American POW's returned over 50 years ago. Before Cole can questioned the spy a Chinese wet team hits the safe house where the SAS are hiding the spy.

Now Cole must start an investigation into the 600 POW's that returned home many years ago. Using assets from his time as a navy seal and member of naval intelligence Cole begins his investigation. Soon it becomes known that the same Chinese wet team is trying to prevent Cole's progress. As he averts two attempts on his life he slowly narrows in on his prime suspect. At the same time the spy is about to penetrate the security around a new laser weapon system that could alter the balance of power between the United States and its foreign adversaries.
